What does network prefix mean?

When I look at the rate page, there is a thing called "number" this is beside the price. What does "prefix" mean?

Mobile numbers Internationally consist of country code + network prefix + number - the number refers to network prefix - it is similar to an area code used when you phone somebody. With GSM routes a network prefix is used to identify the network the SMS needs to be delivered to. The network prefix is followed by the actual mobile number.
